CANADIAN OPERATING CONTEXT
Public accountability, procurement rules, funding cycles and the political calendar shape what is possible before a single technology decision is made. These are the constraints we work through at the start rather than discover at implementation.

Capital and operating budgets move on separate cycles; approval and spend authority are not the same question. We sequence programs to available funding, not to a multi-year case that assumes otherwise.
Government transitions and fiscal year-end shift priorities and approvals mid-mandate. We plan delivery against those dates, not an idealized schedule.
Data location is a design constraint, not a downstream concern. We deploy within Canadian residency requirements and resolve sovereignty questions in the architecture, before review.
Vendor-of-record status, procurement vehicles and consortium agreements determine the distance between a decision and a start date. We scope and document to move through those structures, not around them.
Public sector delivery is accountable to oversight most vendors never encounter. Documentation, audit trails and decision records are part of the deliverable — not evidence assembled after the fact.
When a supplier is compromised, the department owns the response. Security terms, monitoring rights and incident notification are set at procurement, not renegotiated after an event.
OUR APPROACH
ASSESS
We inventory the application estate, review the security posture and vendor agreements, and establish what the current environment actually costs. Two to six weeks, across departments or sites. You get written findings and a costed shortlist.

Design
We design the target architecture, then sequence it into stages that fit the funding cycle, procurement path and political calendar. Four to eight weeks, built with IT and program leadership in the room, with a business case that holds up at an Auditor General or council review.

Deliver
Infrastructure refresh, citizen-facing portals, case management and workflow modernization for the administrative processes still running on paper. Identity comes into one place and integrations connect systems .

OPERATE
Monitoring, patching, service desk and lifecycle planning on a defined model, with the same team. Where staffing is the bottleneck, managed services carry that load so internal staff can focus on program work. AI governance is added as Copilot reaches the tenant.
